The provision and delivery of quality distance education programmes have become the norm for institutions of higher learning. Most universities offering these programmes do so through their own libraries as a commitment to promoting lifelong learning. Distance education has led to the development of specialised library and information services, commonly referred to as distance library services. The very nature and complexity associated with this aspect of librarianship have altered the delivery of library services to users. It is of interest to note also that distance education and distance librarianship both have their distinctive features in reference to the Caribbean or small states, and an examination of these aspects are crucial identifying solutions to address the Caribbean reality.
Bearing in mind that the delivery of distance library services depends heavily on technology, distance education librarians are bombarded with issues such as copyright, access versus ownership as well as the re-examination of the roles and competency requirements of librarians.
Coupled with these issues are the insurmountable challenges librarians face in their pursuit of meeting accreditation standards and guidelines for providing quality distance library services. These challenges are attributed to the dichotomy of technology. Although advances in technology have afforded librarians with the means necessary to deliver distance library services to remote users, in the same breath, it gives rise to many obstacles faced by librarians in areas such as electronic document delivery, virtual reference services and information literacy instruction.
